Up-cycling, reuse and repair on a large scale can be part of an industrial strategy. The UK does not manufacturer as much as it used to but could become the repair and up-cycling “capital” of Europe. Up-cycling and reuse and repair is in its infancy now with repair cafes popping up all over the UK - these tend to be local community based operations but the principle could be massively up-scaled.
