Minimum qualifications to be a fixer?

In trying to encourage people to come along as fixers, I quite often find people who are happy fixing mechanical things but much less confident with electricals, still less so with electronics. In fact, you can be useful with very little knowledge beyond which way to turn a screw, especially with more experience fixers around to guide you when you reach the limits of your understanding.

So I thought it might be useful to create a “minimum qualifications” list, as short as possible, in order to encourage the less knowledgable. Maybe it needs to be in two parts, for low voltage and for mains devices. So what do you think should go in it?
