Our friends at Repair Together (a network of over 200 repair cafes in Brussels and Wallonia in Belgium) have a good guide to exiting Windows 10, in French:
It is aimed at the individual but with suggestions to get help at a Repair Cafe for anything you are unsure about.
The visual flow chart of your options at the end of 10 is very helpful. I’ll ask if they are happy for us to translate / adapt.

The link is to a PDF of multiple pages - what you describe is the first page. Do you not see the other pages?
Good spot about the missing Windows versions! Windows 98 is a surprising omission but I’m sure noone will mind Windows ME not being there 
On my home browse I just get the first page, but at work I get the whole document - weird.
