We have a tool sharpener and a jewellery cleaner at our repair cafes. They are not really repairing - can I add these to the unpowered list?

Great question! We’ve had a bit of a chat internally about this one.
The consensus is that tool sharpening is absolutely fine; it’s a kind of maintenance that helps keep those items in use for longer. Please feel free to record these in the unpowered list 
Jewellery cleaning is more borderline. Unless it’s clear that cleaning an item of jewellery prevents someone from buying a new piece of jewellery to replace it, it’s probably best not to add these into the system.
Does that all make sense?
